Here is an example. Say you sell hand-block-printed kurtas from Jaipur. A few of your Instagram orders now come from Dubai and Riyadh, and customers there keep asking whether you are on Noon. You have no company in the UAE, no Gulf VAT number and no warehouse there. Can you still sell?
Yes. Noon runs a programme for sellers in India, and it has been documented on Noon’s help pages since at least June 2025. You sell from India, Noon carries each order across, and you are paid in US dollars. There are rules, though, and some of them decide whether it is worth doing at all.
Two ways to sell on Noon from India
- From India, through Noon’s programme for Indian sellers. You keep your stock in India. When an order comes in, you pack it and hand it to Noon in India, and Noon exports it, clears customs and delivers it. You don’t need a company or VAT in the Gulf.
- From the UAE, through a company there. You set up a UAE company, or work with a UAE importer or distributor, and send stock to Noon’s warehouse in bulk. This costs more to start, but delivery is faster, and you can sell bigger and heavier products.
A sensible path is to start with the first, and move to the second once you know what sells.
What you need for the India programme
Noon asks for these when you sign up:
- your GST certificate;
- a passport copy of the person named on the GST certificate;
- bank account details, for an account that can receive US dollars;
- your business registration document;
- the warehouse you will ship from.
Before you can process orders, Noon also asks for:
- a Letter of Undertaking (LUT) under GST, which lets you export without paying IGST first;
- your Importer Exporter Code (IEC);
- your bank’s Authorised Dealer (AD) code;
- your PAN.
You don’t register for VAT in the UAE or Saudi Arabia. Noon registers you as a non-VAT seller, and collects and pays the VAT on your sales itself. The only VAT you see is on Noon’s own fees.
Noon’s guide for Indian sellers has the full list.
What you can sell this way
- 2 kg or less per item, by actual or volumetric weight.
- Nothing fragile and nothing dangerous.
- Nothing banned in the UAE or Saudi Arabia.
- An HS code and a country of origin on every product. The HS code is the customs code for your product.
Clothes, jewellery, bags, beauty, home décor and books fit easily. Glassware, big appliances and liquids in large bottles don’t.
How an order works
- A customer in the UAE or Saudi Arabia orders your product.
- Noon sends you the order.
- You pack it, with the shipping label and the invoice on the box.
- You drop it at Noon’s consolidation centre in India, or book a pickup.
- Noon exports it, clears customs and delivers it to the customer.
Noon’s help pages don’t publish delivery times for these orders, so ask Noon what your customers should expect before you promise anything on your listings.
Prices and payouts
- You set your prices in US dollars, without VAT or GST.
- You are paid in US dollars, into an Indian account that can receive them. Any charges your bank takes are yours to pay.
- Noon pays weekly. It sends a statement every Wednesday and pays on the Thursday of the following week.
What it costs
This is the part to check carefully. Noon’s current fee card for Indian sellers isn’t on its live help pages. The last one it published, in June 2025, charged in UAE dirhams or Saudi riyals:
| Fee | June 2025 rate |
|---|---|
| Referral fee: clothes | 20% |
| Referral fee: fashion jewellery | 22% |
| Referral fee: home | 15% |
| Referral fee: footwear | 15% |
| Referral fee: make-up and personal care | 9% |
| Shipping, per parcel | 3.8 for up to 0.5 kg, rising to 7.8 for 2 to 3 kg |
| Outbound fee, per item | 7 to 11.5, depending on size |
Treat these as a guide only, and ask Noon for the current card before you set prices. Fees on a cross-border order add up quickly, and a product that looks cheap in rupees can sell at a loss in dirhams.
Returns
Returned items go to a warehouse in a free zone in the UAE or Saudi Arabia, and Noon checks them. Items that can be sold again go back on sale, and you pay Noon’s storage fees for them. The rest are sold off at an agreed rate, or sent back to you.
On a return, the import VAT, customs duty and shipping can’t be recovered. So if a product gets returned a lot in India, think twice before selling it this way.
Is the UAE route worth it later?
Once you know what sells, stock in Noon’s UAE warehouse means faster delivery and the Express badge. It needs a UAE company or an importer, and usually UAE VAT. The India-UAE CEPA trade agreement removed UAE duty on 97% of its tariff lines for goods from India, which helps when you ship stock in bulk.
Our guide to selling on Amazon UAE from India explains the importer route in more detail, and our Noon guide for UAE and Saudi sellers covers selling as a local seller.
Where we come in
We help Indian brands sell abroad, on Amazon in the UAE, Saudi Arabia, the UK, Europe and the US, so we know where first-time exporters get stuck: an HS code nobody checked, a product that’s too heavy, prices worked out in rupees, and listings written only for Indian shoppers.
We can get your listings and product images ready for Gulf shoppers, and help you get your documents in order. What we can’t do is file your GST or export papers. Your CA handles those.
If you do one thing this week, take your three best sellers, check that each is under 2 kg, and work out the price in US dollars after Noon’s fees. That tells you whether Noon is worth it.
